Open Space

The Lower Moreland Township Open Space Plan Update has been prepared as a formal revision and update of the Township’s May 1996 Open Space Plan. That Plan identified existing parks and facilities, determined the amount of open space appropriate for the Township, and located specific parcels of land for possible acquisition. The new Plan has been prepared in accordance with the Montgomery County Green Fields/Green Towns Program, as a prerequisite for the Township’s receiving any municipal grants from a variety of county open space programs.

 

The open space plans developed by Lower Moreland Township, its sister municipalities and the county will serve as the foundation of the Montgomery County Green Fields/Green Towns Program. The plan must be approved by the Montgomery County Open Space Board and adopted by the Board of Commissioners prior to approval of any open space program grant.

 

This 2006 Open Space Plan Update contains accurate and up-to-date revisions, and is generally consistent with the county plan and relevant regional plans. It contains all key planning elements as required by the Montgomery County Green Fields/Green Towns Program. In addition, the Open Space Plan Update contains information pertaining to trail and pathway development and floodplain land protection. 

 

The Open Space Plan was developed by the Lower Moreland Open Space Plan Committee. The committee, composed of four township residents, was formed prior to the beginning of the plan revision process. With the assistance of the Assistant Township Manager and Township Planner, the committee reviewed and audited the 1996 Open Space Plan and developed the scope of work to revise the plan. The review, audit, and final scope of work was approved by the committee and the Board of Commissioners in 2004.  An application for a grant was prepared and submitted to the Open Space Board in November 2004, and the grant was approved by the Montgomery County Commissioners in 2004.

 

The Open Space Committee met on a regular basis. All workshops sessions were open to the public so that the concerns and desires of residents could be heard and incorporated into the planning process.

 

Upon completion of a draft Open Space Plan Update, the Open Space Board reviewed the draft plan and notified the township of their comments in 2006. The plan was revised and approved by Montgomery County Commissioner on August 29, 2006.  The Lower Moreland Township Board of Commissioners passed a resolution approving the plan on October 18, 2006.
